There is always one bad apple in the group. The city of San Antonio in Texas, has a homeless population of just over 3,000 people. Volunteers, local police, and businesses work collaboratively to help their most vulnerable citizens. Their model to aid the homeless is being studied and copied by other cities across the country. The city of San Antonio depends on its officers to build strong and trusting relationships with its residents. It is fundamental for everyone to believe the men and women in blue will go above and beyond the call of duty.The police force trains its cadets for 33 weeks. Then they are on probation for another 14-week field training before they are assigned to their area of work.

Luckhurst bragged to a fellow officer how he had picked up feces and placed it in a sandwich, placed it in a styrofoam cup, and left it besides a sleeping homeless man.
The officer joked about what he had done with other officers. The men in blue were so offended with his actions that they reported him.
Police Chief William McManus believes the force was right in firing Luckhurst. “This was a vile and disgusting act that violates our guiding principles of ‘treating all with integrity, compassion, fairness and respect,'” McManus said. “The fact that his fellow officers were so disgusted with his actions that they reported him to Internal Affairs demonstrates that this type of behavior will never be tolerated.”
“His actions were a betrayal of every value we have in our community, and he is not representative of our great police force,” said Taylor.
Luckhurst is appealing the force’s decision. His lawyer argues that the incident never actually happened and it was a joke that spiraled out of control.
